A local champion for the Green Party, Liz is also the Chair of the National Green Party Executive.
As well as being passionate about her role as Councillor in Charlbury, Liz is an experienced energy consultant specialising in energy and buildings, energy markets, and renewable energy.

Cllr. Frances Mortimer
Charlbury Town Councillor
Frances was elected to Charlbury Town Council in May 2021 and is an active member of the Council's 'Journeys' and 'Land and Nature' Working Groups, as well as being the link person for the Charlbury Patients Participation Group.
Since being elected, she has organised a popular electric bike try-out event and the purchase of a Town Council e-bike for residents to try out in their daily lives for up to two weeks. She loves the freedom of e-bikes and is often to be seen riding the family's blue e-cargo bike with a couple of kids on the back!
She is now helping with the development of a Local Cycling and Walking Infrastructure Plan (LCWIP) for the town and its connections to neighbouring villages. She has also championed changes to grass cutting on verges and local green spaces to support wildflowers and insects.
Frances grew up locally and lives between Charlbury and Stonesfield with her husband and three young children. She studied medicine in Oxford and London and worked as an NHS doctor for five years before leaving in 2008 to co-found the independent charity, The Centre for Sustainable Healthcare, where she now works as Medical Director.

James was also elected to Charlbury Town Council in May 2021.
When the Charlbury Town Council declared a climate emergency in 2019, he joined a team of volunteers looking at helping Charlbury and satellite villages lower their carbon emissions from journeys, things like a shared electric car/e-bike club, and a better local cycling network, especially for younger residents, connecting us all up. Now an elected Councillor, he leads the Council's 'Journeys' Working Group, including its work on the LCWIP.
James lived in Oxford for 20 years and was an active member of Oxford Friends of the Earth. Nearly 20 years ago, he set up Oxford’s influential cycling advocacy group, Cyclox, which thrives to this day.
James moved upriver to Charlbury in 2014. Lured by the great cycling with Café de la Post pit-stops, the Rosie, and festivals all around, it was the best move he ever made. He’s a freelance writer and at his office in central Charlbury, he writes schoolbooks for children learning English in schools all around the world.
